Oh wow, thank you so much! I adore it, the kitty's so cute and petite and I looove the little ribbon around his neck! <3

I use a blur brush in another layer and then I overlay it ^^

Yes, at least you can do it in PS and SAI.. In the leyer's box, you can change their configuration to be overlayed, multiplied, darkened, etc.. >.<

I guess yes, you can o: For example, if you use pencil colours and you want the yellow glow, just paint soft around that area when you have all the basic colours done o: And for watercolours and such, you'll have to add more water >.<
